A conference analyses the evolution of the agreement for labor subrogation in public contracting

The Faculty of Law of the University of Valencia (UV) organises this Monday, November 14, a conference in which the evolution of the agreement of specific matters for the subrogation of workers in public contracting will be analysed. The act, after more than a year since the approval of the norm, will be in the Ignacio Albiol Room of the faculty, at 11 am, and representatives of the Administration, the union centrals and the academic field will participate.

The Business Confederation of the Valencian Community (CEV) and the CCOO and UGT unions signed a pioneering agreement on March 29, 2021 that affects public procurement in the Valencian Community and that is a novelty for companies. This pact obliges companies that obtain a public contract to incorporate workers with the same conditions that they had in the previous company.

The Valencia City Council has pending conflicts over this agreement, which has caused conflict in contracts for traffic management and ornamental fountains, and that is why the debate will include specialists from the public administration and from the academic and trade union fields who, in Five tables will take stock of this pioneering agreement, which only applies in the Valencian Community.

The event will start with the table "The Valencian social dialogue" in which the general director of Coordination of Social Dialogue in the Presidency of the Valencian Government, Zulima Pérez i Seguí, and the professor of the University of Valencia Adrián Todolí will participate.

In another table, the vision of the agreement for labour subrogation in public contracting will be presented from the Valencian Government’s legal counsel, with the director of the study cabinet of this body, Fernando Bellvert. In the following intervention, the same matter will be analysed from the perspective of the town councils, with the vice-president of the General Council of Secretaries, Controllers and Treasurers of Local Administration (Cosital) of Valencia and vice-secretary of the Riba-roja de Túria Town Hall, José Luis Serrano Borraz.

In addition, the application problems of the agreement will be discussed with Ana María Mejías, labour lawyer at UGT-País Valencià. A round table with Zulima Pérez will close the events; the president of the Valencian Business Confederation, Salvador Navarro; the general secretary of UGT-País Valencià, Ismael Sáez; and the general secretary of CCOO-País Valencià, Ana García.
